I would recommend the double rod concept, but put in on the strip between the bottom of the arch and the top of the rectangular window. Then the arch still shines through. You can also use double curtains on a double rod (a thicker curtain with a sheer underneath) so you can see the arch even with some sort of barrier from the outside without fully closing the curtains. It may add something to the room as well to have a nice big window appearance.
